Masters of the Bench

Michael is the Attorney General for Gibraltar. He specialises in public and constitutional law, EU-related law and human rights law.

Michael was called to the Bar in 1990 and subsequently to the Paris Bar and the Gibraltar Bar. He practised EU law in Paris and Brussels from 1992 to 2007 before returning to Gibraltar to become the Gibraltar Government’s Chief Legal Adviser in EU and international law matters. In 2015, he was appointed Attorney General for Gibraltar (a constitutional and not a political appointment in Gibraltar).

Michael was appointed Queen’s Counsel in 2013 and was made a Companion of the Most Distinguished Order of Saint Michael and Saint George in 2020 for services to Gibraltar.

Together with fellow Bencher and Chief Minister of Gibraltar, The Honourable Fabian Picardo KC MP, since June 2016 Michael has been negotiating on behalf of the Gibraltar Government, a treaty between the UK and the EU on Gibraltar’s future relationship with the EU, a task that he considers to be the most complex and challenging of his entire legal career.
