Monsieur Sauvé has been Vice-President of the French Conseil d’État (Council of State) since 2006 (under the nominal Presidency of the Prime Minister).  After passing out top of the École National d’Administration (ENA) in 1977, he joined the Conseil d’État, serving both there and in the Ministries of Justice (in the cabinet of the Garde des Sceaux and later as Director of Administration) and of the Interior (Director General for Public Liberties and Legal Affairs).  After a brief appointment as Préfet of the Départment de l'Aisne from 1994 to 1995, he became Secretary General of the Government, and a member of the Conseil d’État from 1995 until 2006.  His expertise in legal administrative affairs and improvement and codification of the law is matched by his interest in fine arts (formerly Chairman of the French Academy in Rome at the Villa Médicis, and a director of the Louvre Museum) and in public administration (with numerous presidencies in the Écoles des hautes, including the ENA itself).
